By Bizodisha Bureau, Bhubaneswar, September 18, 2026: Odisha Chief Minister Mohan Charan Majhi on Friday announced the development of an 870-acre Silicon Valley at Naraj near Cuttack as part of a major push to attract semiconductor and electronics investments to the state, according to a statement issued by the Chief Minister’s Office.

Majhi made the announcement while attending SEMICON India 2026 in New Delhi, saying the proposed hub would host major semiconductor, electronics and IT projects. Naraj seems to be a strategic location with strong connectivity and industrial infrastructure, according to officials. It is connected to the Cuttack-Bhubaneswar urban corridor and has multimodal access to major ports, including Paradip and Dhamra, as well as key national highways.

These advantages could position Naraj as a strategic hub for the semiconductor supply chain, logistics and allied industries, they said.

Semiconductor fabrication and assembly facilities require reliable supplies of water and power. The site’s proximity to the Mahanadi River provides a locational advantage for meeting industrial water requirements, officials said.

Combined with its connectivity and infrastructure potential, Naraj offers a strong foundation for developing a semiconductor and electronics ecosystem, they added.

State Electronics and Information Technology Minister Mukesh Mahaling said the state’s approach was to build a wider ecosystem around semiconductor investments rather than focus on individual projects.

“Our approach is to build the ecosystem around semiconductor investments, not look at projects in isolation. Odisha has been an early mover in aligning its policy framework with ISM 2.0, while widening support to areas such as equipment, materials, gases and the supply chain,” he said.
