By Bizodisha Bureau, Bhubaneswar, September 5, 2018: Odisha finance minister Shashi Bhusan Behera on Wednesday presented supplementary budget of Rs 12,790 crore for 2018-19 financial year.

The supplementary budget provides allocation for schemes, which were not enlisted in the State Budget for the fiscal.

“The Supplementary provision of Rs 12790 crore is to be financed by tied up resources worth Rs 5166 billion, untied resources of Rs 1000 crore, surrender of provision in grants and appropriations to the extent of Rs 1082 crore and Rs 5542 crore from overall savings and surrenders towards the end of this fiscal,” Behera said in his Budget speech.

The Supplementary Budget outgo is split into administrative expenditure of Rs 1800 crore, programme expenditure (Rs 9611 crore), disaster response funds (Rs 1364 crore) and transfers from the state (Rs 15 crore).

“Factors like announcement of new schemes post annual budget, additional requirement for ongoing centrally sponsored schemes (CSS), recoupment of advance taken from Odisha contingency fund and salary requirement of the state government employees,” Behera told reporters.

As the state government has its own food security scheme for 25 lakh beneficiaries, Rs 81 crore has been provided in the supplementary budget.

The budget also allocated Rs 23 crore for the Odisha Hockey Men’s World Cup, another Rs 53 crore has been earmarked for integrated youth development programme.

Among others, Rs 62 crore has been earmarked for providing financial assistance to beneficiaries under the Biju Swasthya Kalyan Yojana, a scheme the state government launched since August 15 by scraping the Centre’s Ayushman Bharat scheme.

To provide free health services for all irrespective of income, status or residence in all state government health care facilities under the BSKY, the budget also allocated Rs 82 crore under SAHAY to provide free dialysis service, Rs 25 crore under SAMPURNA to provide financial assistance to pregnant women and Rs 12 crore under NIDAN that promises free diagnostic services.

The state government will be spending Rs 1003.52 crore from its own sources under the BSKY during 2018-19 financial year.

To accelerate development on the other sides of the Gurupriya bridge (swabhiman anchal) in Malkangiri district, Rs 100 crore has been earmarked.

Among others, Rs 100 crore has been allocated under JAGA Mission, a scheme aims to provide property rights to urban slums and Rs 20 crore for ABHADA scheme for development around Puri Jagannath Temple.

Briefing reporters, finance secretary T K Pandey said the state has achieved 33 per cent growth in overall revenue collection by July-end as compared to the corresponding period in the previous fiscal.

Revenue collection from both tax and non-tax sectors by July-end is pegged at Rs 13,048 crore as compared to Rs 9807.47 crore by July 2017. Odisha’s total debt stock so far has touched Rs 76,428 crore, said official sources.
