By Bizodisha Bureau in Bhubaneswar, July 3, 2025: Several Odisha Administrative Service (OAS) officers defied their Association’s protest directive following an attack on senior OAS officer and Bhubaneswar Municipal Corporation (BMC) Additional Commissioner Ratnakar Sahoo. While some officers boycotted work, many continued their duties across departments and district offices on Thursday.

According to sources, a state-wide protest call earlier issued by the OAS Association (OASA) against an attack on the BMC officer received mixed compliance, as a large number of OAS officers chose to ignore the directive and reported for duty as usual. A proposal was passed by the OAS officers’ association on Wednesday to submit a formal memorandum to the Chief Minister demanding the arrest of BJP leader Jagannath Pradhan and alleging his involvement in the assault case.

“Such a brazen act has destroyed the morale of officers working across the State, who discharge their duties under challenging circumstances and with limited protection. We believe that unless strong and swift action is taken, such incidents may set a dangerous precedent and further endanger the lives and integrity of officers in service,” the outfit resolution mentioned.

“In view of the above, the OAS Association seeks to place the following urgent and non-negotiable demands before the State government: Immediate arrest of the prime accused and kingpin – Jagannath Pradhan – who is reported to be behind the attack,” the OAS officers’ body stated.

While a section of officers followed the outfit’s instructions and refrained from work, many others continued their regular duties in key departments such as MSME, Water Resources, and General Administration. Even officials in crucial offices like the Finance Department and the Chief Electoral Officer’s office remained on duty.

Sources also confirm that many OAS officers across various districts have been performing their regular responsibilities, indicating a divide in the protest’s impact. The situation reflects differing opinions within the administrative community regarding the method and necessity of such demonstrations, especially when the essential services are at stake.
