By Nageshwar Patnaik in Bhubaneswar, November 28, 2025: Odisha chief minister, Mohan Majhi who also hold finance portfolio on Friday presented Rs 17,440 crore Supplementary Budget for 2025–26 in the Legislative Assembly, which allocated additional funds for ongoing projects, welfare schemes, and new policy commitments.
Earlier in February, Majhi presented Rs 2.90-lakh-crore main budget and the supplementary budget seeks primarily to fund flagship programmes already under implementation. According to an official release, much of the requirement will be met through reallocation of available resources, tied-up funds and year-end savings. The supplementary provision has been necessitated due to additional fund requirements for major state schemes, enhanced central schemes, contingency fund recoupment, and accounting adjustments. The budget includes Rs 3,389 crore under Administrative Expenditure and Rs 13,716 crore under Programme Expenditure, besides allocations for disaster response and state transfers.
Most importantly, the Food Supplies and Consumer Welfare Department received the single-largest allocation of Rs 4,329 crore, mainly to support food grain procurement and subsidies. This includes Rs 3,000 crore as revolving fund for paddy procurement and Rs 1,325 crore under PDS subsidies. Besides, a major portion of funds has been earmarked for the School and Mass Education Department. Key allocations include support for Samagra Shiksha, Odisha Adarsha Vidyalayas, PM-POSHAN, and infrastructure improvement across schools and higher education institutions.
The Women and Child Development & Mission Shakti Department received significant support, including funding for Anganwadi construction, the SUBHADRA Yojana, MAMATA scheme, Mission Shakti interest subvention and NRLM activities.
Under Administrative Expenditure, the government has proposed Rs 3,389 crore, including Rs 1,406 crore for debt servicing and Rs 133 crore for recoupment of OCF advance. Provisions include Rs 250 crore for maintenance of roads and bridges, Rs 205 crore for upkeep of government residential buildings, and Rs 306 crore for non-residential structures. The government earmarked Rs 42 crore for conducting Zilla Parishad elections and Rs 23 crore for recruitment exams by the OSSSC. Modernisation and expansion of Fire Services account for Rs 171 crore.
The focus remains on farmer-centric interventions, including subsidies under Samrudha Krushaka Yojana, poultry development under Prani Sampad Samruddhi Yojana, Matsyajeevi Kalyan Yojana, and interest subvention for cooperative bank loans. Funds have been allocated for capital asset maintenance, urban development programmes, Minimum Needs Programme, Setu Bandhan Yojana, and the establishment of new cultural infrastructure, including Kalamandal.
As of October 2025, Odisha achieved 48% of its revenue receipt target and 39% expenditure of the annual budget. The State reported a revenue surplus of 1.3% and maintained full FRBM compliance, with debt-to-GSDP at 11.9%. The allocations reflect the State’s strategic focus areas under Samrudhha Odisha 2036, prioritising healthcare, education, rural development, women’s empowerment, infrastructure creation, and balanced regional growth.
