By Bizodisha Bureau, Bhubaneswar, November 30, 2017: Odisha Finance Minister Shashi Bhusan Behera on Thursday presented a supplementary budget for 2017-18 pegged at Rs 9,828.57 crore.

“The supplementary budget of Rs 9,828.57 crore is to be financed by tied-up resources to the extent of Rs 3,907.28 crore, untied resources to the extent of Rs 3,300 crore, surrender of provisions in grants and appropriations to the extent of Rs 1,216 crore and Rs 1,405.28 crore from overall savings and surrenders towards the financial year’s end,” Behera said.

The supplementary budget has provision of Rs 1,791.65 crore for administrative expenditure, Rs 6,812.76 crore for programme expenditure, Rs 1,142.38 crore for disaster response fund and Rs 81.79 crore for transfers from the state.

It also allocated Rs 1,400 crore towards fiscal incentives to Indian Oil Corporation Ltd (in the form of interest-free loan for 2016-17 and 2017-18 at Rs 700 crore per annum, as per a revised agreement signed recently between IOCL and the Odisha government for the Paradip refinery project.

Behera said the supplementary budget would meet the expectations and needs of the state’s people and carry out developmental activities.

Besides, it has a provision of Rs 96.18 crore towards salary for regularisation of Sikshya Sahayaks while Rs 1,142.38 crore is provided for disaster response against the year-end balance available in the state disaster response fund, he added.

A provision of Rs 3,507.47 crore has been made for the rural development sector, including Rs 300 crore for different rural infrastructure development fund projects, Rs 2,173.40 crore for the Pradhan Mantri Awas Yojana and Biju Pucca Ghar, Rs 714.99 crore for the Pradhan Mantri Gram Sadak Yojana and Rs 197.93 crore for the National Rural Livelihood Mission.

The supplementary budget also has provisions for increased salaries and pensions after the implementation of the 7th Pay Commission recommendations for state government employees and pensioners.
