By Bizodisha Bureau, Bhubaneswar, December 1, 2015 : The Odisha government on Tuesday presented a supplementary budget of Rs.10,227.65 crore for the year 2015-16 in the state assembly amid a walkout by the opposition members.

The supplementary budget presented by finance minister, Pradip Kumar Amat focusses on social welfare schemes, developmental activities and mitigating drought in the state.

This supplementary provision, which is over and above the annual budget of Rs.84,487 crore for this fiscal, has set aside Rs.1,105.19 crore — Rs.509.19 crore under the State Disaster Relief Fund [SDRF] and Rs.600 crore under the National Disaster Relief Fund [NDRF] — for relief expenditure including compensation for crop loss in drought-affected areas.

“The total expenditure proposed in the budget is Rs.10,227.65 crore. While the non plan expenditure has been proposed at Rs.1,910.50 crore, the state plan is Rs.8,305.39 crore. Keeping in view the availability of resources and increasing needs and expectations of the people, the supplementary budget is aimed at fulfilling the required funds for public welfare and developmental activities in the state”, Amat said in his budget speech in the assembly.

The finance minister made it clear that the state would incur a loss of Rs.7,664 crore following delinking of several central schemes and change in sharing pattern after the recommendations of the 14th Finance Commission.

The supplementary provision is to be financed by tied-up resources to the extent of Rs.3,246.44 crore, united resources to the extent of Rs.3,160.29 crore, surrender of provision in grants and appropriations to the extent of Rs.1,149.05 crore and Rs.2,671.87 crore from overall savings and surrenders towards the end of the financial year.

The government has earmarked Rs.5,000 crore, out of a total Rs.8,307.55 crore from the state plan, for infrastructure development while Rs.1,311.59 crore is provided for improvement of road infrastructure, said the finance minister.
