Bizodisha Bureau, Bhubaneswar, July 15, 2015 : In a bid to ensure the ease of doing business, Odisha government on Wednesday decided to institutionalize the State Level facilitation Center in the state owned Investment Promotion and Industrial Corporation of Odisha Ltd [IPICOL] to guide the investors, assess the project proposals, follow up for timely approvals, establishment and operation of the units.
This was decided at a high level meeting chaired by chief secretary Gokul Chandra Pati here.
A two tier system of one stop arrangement’ will be put in place-one at state as well as level district level. Chief Secretary has directed concerned departments and agencies to depute senior officers to this cell on full time basis with delegation of adequate powers. It has also been decided that various industry associations will also be involved at in district level facilitation centers.
The State level Cell will function at IPICOL under the Chairmanship of IPICOL chairman and District level Cell will function at respective DICs under the Chairmanship of General Manager District Industry Center [DIC].
The facilitation center will mainly carry on the functions like appraisal of the project from the view point of line departments, asses the land and other utility requirements of various projects and give its recommendation to the High Level Clearance committee [HLCA] with initial approval and clearances from respective departments. The Cell with CII/UCCI/Industry Associations will also mentor and guide the entrepreneurs by meeting them regularly on a fixed day of every week/month as per necessity.
