In a bid towards transparent governance and quick service delivery, Odisha government will adopt integrated information technology [IT] and will bring all its departments into interactive modes with each other.
“All the applications should be oriented towards delivery of definite services within the frameworks of good governance”, chief secretary Gokul Chandra Pati advised various departments while presiding over a high level meeting on IT Application Procedures held here on Wednesday.
The meeting also decided for a common IT Procurement Procedure to facilitate an integrated IT application in all the departments and agencies of the government. Pati directed IT Department to prepare the draft procedure within 15 days taking into account IT Policy of the state and IT guidelines of union government.
Pati said since there is a difference between civil and IT contracts, the draft IT procurement and application procedure should take into accounts various contours of IT application such as continuous upgradation, intellectual property rights, data recovery on the face of disasters, ensuring continuous support to the software and integration of the software with overall plan objectives etc.
The officials also deliberated on the various aspects of IT procurement like ‘ideal bid’ process, scope of the software, mode of procurement, RFP (Request for Proposal), empanelment of the agencies, selection criteria for sub-contracting, 3rd party quality evaluation, fixing of liabilities etc.
