By Bizodisha Bureau, Bhubaneswar, November 26, 2017: Odisha government will implement the Direct Benefit (DBT) for buying fertilizers from January next year according to a notification by the registrar of cooperatives societies.

Under the system, a farmer will have to pay for the fertilizers through point of sale (PoS) devices and subsidy amount will be deposited in his bank account later.

All the transactions will be made online and no dealer can sale the fertilizer without PoS from January 1.

The subsidized fertilizers will be purchased through PoS machines installed at each PACS and LAPMPCS. The Aadhaar Card, Kissan Credit Cards and Voter Identity Cards will also be mandatory for the beneficiaries.

The identity of the beneficiaries will be verified through Aadhaar based biometric authentication.

The transactions about fertilizer sale will be tracked online in the Integrated Fertilizer Management System (IFMS).

The beneficiaries whose Aadhaar number has not been linked with the banks will be deprived of getting the subsidized fertilizers.

With the move, the uncertainty looms large over successful implementation of DBT in fertilizer sale as only 913 PoS devices have been installed so far at the PACS and cooperatives societies.

As per the notification by the registrar of cooperatives societies, all the PACS and LAPMPCS have been directed to complete the installation of PoS machines by December 31, 2017.
